Add the ability to upload figures to plot.ly.

Issue Description

It would be very nice to be able to instantly upload eye diagrams, bathtub curved, jitter spectrum pots, etc. to a Web location, from which geographically disperse groups could collaborate on link design.

Suggested Approach

Plot.ly offers just such graphical collaboration. And, they offer a very simple to use Python / matplotlib interface. Add this interface to the PyBERT code.
