  1. A starts a cabal
  2. B joins (no mod/admin set)
  3. A makes B admin
  4. C joins with A as mod
  5. C sees B as admin

Saw another case today in the public cabal where I joined /w the admin key set, and a user named 'jack' suddenly had admin status.
