PyQt5==5.13.0 not found ?

I have the same problem with Zorin OS 15.3. Even by re-installing PyQt5 it gives many errors, same with PyQtWebEngine saying

ERROR: Could not find a version that satisfies the requirement PyQtWebEngine
ERROR: No matching distribution found for PyQtWebEngine
