Consider preventing public assets from ever being marked as draft again #505

One a URL is out in the wild, we should ideally continue to support it in some way forever.

We've made a step in this direction in #503, but it would be good to prevent it in all cases if we're confident that it won't break anything.

One obvious problem with this idea is that at the moment the Asset Manager API allows published assets to be deleted and will then respond with a 404 Not Found if the deleted asset is requested.

Note that we're probably going to need to make use of this behaviour to mark Whitehall attachment assets as deleted in #469.
