Add enable/disable commands/configuration for CLBOSS modules

It might be nice to run with or without certain CLBOSS features. For example you might only want fee setting and rebalancing but not want swapping or opening.

Possible Features:

• channel creation
• probing
• channel closing (already optional)
• Boltz swapping
• rebalancing

It would also make adding new experimental features safer because they could be off by default ...
