【Store】移除 --no-cache-header-index 标志，启用 Store 本地磁盘缓存 #387

问题描述:

Store 当前配置了--no-cache-header-index 标识，导致所有cache 数据都不会落盘，每次 Pod 重启都需要重新拉取 header-index 并缓存到内存中，内存消耗大，且重启需要重复拉取额外消耗网络IO，需要优化
