We should provide some method to get further clarification about issue categories if the user is looking for them.

Detailed Description

We would like to provide an expanded definition for each issue category, and possibly a few examples of what would fall under said category.

Context

Education on the best practices for the application can be important for continued improvement of the data coming in

Possible Implementation

A modal which expands when clicking a ? icon or something similar next to "issue types" on the report an issue page. Other thoughts welcome
