L2 transaction status monitoring by ID/hash

Is your feature request related to a problem? Please describe.
We would like to track transaction status by hash or some other unique ID from the moment it gets inserted into the BatchBuilder, to the moment it becomes finalized on the DA.

Monitoring will be done via RPC (sov_ledger_rpc, most likely) and we can expect somewhat similar statuses to these:

• NotFound
• Submitted
• Sent
• Finalized

(These are not final and subject to change, just to give an idea.)
