SolutionHelper: suggested new helper #3

We'd like a helper supporting similar options to:

https://crmsolutioncmdhlp.codeplex.com/

That helper works well, but has some issues (for example: if there's an error, it crashes before it prints the error / the log file)

Such a helper would fit nicely (and fairly easily) into our tools framework.
