Update for Jason-3

Can we add Jason-3 after the existing bug fixes are complete? See message below

Greetings OSTST,

We are happy to announce that cycles 0-3 of the Jason-3 GDRs are now available in version 'T', spanning 2016-02-12 to 2016-03-18. The data can be downloaded from ftp://ftp.jason3.oceanobs.com or via http://www.class.noaa.gov, as described in the attached document. Additional cycles will be put online after each initial cal/val is completed. Feel free to access these data for your analyses, in preparation for the OSTST meeting in La Rochelle: 31-Oct to 04-Nov. If you encounter any issues retrieving the data, please contact us.
