Enhance Logs drains documentation #2919

Enhance the ELK logdrains part to specify that:

no matter where the stack is hosted, it will work (and not just on scalingo)
Any software able to manage logs in https could connect to logdrains (e.g. logstash or datadog: https://docs.datadoghq.com/fr/logs/log_collection/?tab=host)

The PR should be reviewed by @mrunichs or someone qualified
