Applying and seeing the various types of VBL and MBL on some maps can be challenging (in particular hollow shapes or thin polylines against certain colors at certain zoom levels.) This is probably a more significant issue for people with color and vision challenges, but some monitors with poor contrast also exacerbate the issue.
The Solution you'd like
Desaturate and/or fade the table while viewing and applying VBL/MBL so that the blocking layer's shapes are more visible. Maybe place a slider on the toolbar that can be quickly and easily adjusted for any given map when using the VBL/MBL application tool.
Alternatives that you've considered.
Setting a gray or white background (in the Map properties window) and adjusting the transparency of the images on all layers can achieve a similar effect. But it requires a custom macro and additional steps to setup for applying VBL and returning to normal view after. In order to reach the widest audience that could benefit the most from this it needs to be an accessible part of the program itself.
