Add links / Edit links "In other languages" menu with Wikibase #316

In other skins, there is a small link in the language menu to the corresponding item page in the Wikibase repository via "Add links" or "Edit links". Would this also be possible in Chameleon?

Is there perhaps a public wiki where this link is visible in a non-Chameleon skin?

This link is visible in a non-Chameleon skin on all wikis, except nl and media, in the ScoutWiki farm ( https://www.scoutwiki.org ), for example https://uk.scoutwiki.org and https://en.scoutwiki.org
And in most of the Wikipedia's

It looks like this class should be used to get those links. But I have no idea how and where to call it.
