安装器不会检测正在运行的PBH，关闭控件无法结束安装线程，导致安装器卡死

经测试安装器会检测一段时间后提示您无法关闭 PeerBanHelper 需要手动关闭，安装器并没有出现卡死的问题。

我在两台电脑上从7.1.2升7.1.3时均出现直接进入安装步骤，然后无法关闭安装器，我记得之前的版本会在进入安装步骤前先检测PBH是否在运行

不知道大佬们会不会看，我win10 22H2 19045.5247在更新v7.2.2时也遇到了未提示手动关闭的情况，安装进度一直卡0%，大概1分钟，我后知后觉把PBH退出后安装进度条正常运行
