Once we have the project manifest ticket sorted out, this ticket is to actually create a template tar.gz file from a button in the projects#show page.

There's a missing step to deploy the template, but that's as far as we can take it. We can't actually unzip this file in /etc, but we can at least provide an archive so that someone can explode it in the appropriate place.
