Add the capability of adding global attributes to Python API.

We can add global attributes to the mapping YAML. These are generally "fixed" information such as data source, data type, provider, process level, etc.

However, we will also want to include "dynamic" information that is only available at the time of running, such as observation receipt time, cycle time, data range, etc.
