WRF hydro is gauge locations which are all identity obs

Note this I think is wrf hydro specific where the number of 'obs_types'
in the file is 0

Able to read WRF-Hydro obs_seq.final, (41e8ad0)

Todo:

  • test for identity only (wrf-hydro)
  • test for identity only (non wrf-hydro, e.g. cam 3d)
  • test for mix of identity and regular
