NetLicensing Agent: will be offline licenses immediately activated?

I have a question on Net Licensing Agent.
a. I generated a nodeSecret for my machine lets call the node secret as ABCD.
b. Added to Net License Site. I generated xml and imported it to my machine.
c. For some reason i need to add few more parameter to my node Secret and i update my program and have a new nodeSecret for the same machine and lets call it as WXYZ
d. I added the nodeSecret (WXYZ) to net licensing SITE by logging in using my netlicense credentials. But i didnt export and import it to my local machine, after the new node secret change i made.
Now while validating the new nodesecret using the netlicensing agent. Will it be able to recognize the new node secret specified in licensing site however my db created from import using the net licensing agent is not the latest ?

While using offline licensing with NetLicensing Agent or offline license file modifying the licenses in the online management console will not have an immediate effect on the given on-prem customer.

New licenses need to be exported and imported in the on-prem NetLicensing Agent installation.

You may need to define trigger events for this activity, such as:

• regular intervals (e.g. monthly, quarterly, yearly, etc.)
• adding of the new licenses
• modification of the license
• audit results or findings
• etc.
