Support ticket system -- add "Assignee functionality

We need a functionality to assign people to a ticket. This can be an easy way where we either fill in "First Name" and "Last Name" of an assignee or we can select from a list (probably the LIST admin list in this case). The list of assignees should be only visible to LIST admins.

Please discuss the different options before implementation.
