I cannot reproduce this, is there any information you can share about the certificate and error you're seeing? edit: and which DNS blocklist has it? |
Hmm, that's strange. I just went to that page from my phone so I couldn't see all the certificate details, but I could see that the cert was for the domain `cert.t-mobile.pl`. Yesterday when I tried it on my laptop on an entirely different ISP the same thing happened. The plot thickens, am I right?

Just checked the blocklist published by Polish CERT and sure enough, that host is there. Furthermore, Cloudflare marked the main site for phishing and when you ignore that warning you're met with a 503 error page. |
I've brought this up to them to see if they can get rid of the block. Seems to be affecting Polish users then. |

It seems like another person got affected by this issue. I don't know what country she lives in but if the hosting seems down/broken maybe you guys should either host the file yourself or find another one. |
They are looking at it, in the meantime I've switched locations. Bummer archive.org is down as well. |
Well Wayback Machine is back in a read-only mode. I actually downloaded TSO.docx from it recently.

Describe the bug
The URL that's hosting the .zip archive with TSO has an expired certificate and also shows an error from Polish CERT... somehow
