Add the ability to program an EEPROM directly from SpinCAD

In my experiments I'd export a HEX then use pk2cmd with a PICKit 2 to program the EEPROM. That's just one way to do it of course. A better way would be to let the user specify a command line and insert the hex file name as a variable within that.
