Implement Capturing CPU utilisation

Why: Sub of #1027 and #1026, To include the simplest possible example in the Course
What: Bash script

Scope of work:

• write the bash script that will get a simple CPU utilisation at a 5 seconds interval on Linux, Mac and Windows
• Add memory Utilisation as a separate script as well
• write notes on how to get this set up - set of steps to follow to go fro nothing to have CPU util and memory values
• PR for CPU util into the EEMMSS repo https://github.com/Green-Software-Foundation/eemmss
• PR for Mem util into the EEMMS repo
