Jenkins encrypts secrets using $JENKINS_DIR/secret.key. To include a secret in configuration-as-code, you need to encrypt the secret. We should write documentation on how to do that.
As a work around, I'll input the secret through the UI, then read it back out using the configuration-as-code export.
