Email org POCs to fix issues found in org audit

User Story

In order to have the most complete and functional data, users wants org logos, org datasets, and https links for file downloads.

Acceptance Criteria

[ACs should be clearly demoable/verifiable whenever possible. Try specifying them using BDD.]

• GIVEN users want a good experience
  WHEN organizations are missing a logo, have zero datasets, or have file downloads at http links,
  THEN datagov will have notified them of the issues to fix in the metadata
