Tab After Last Question should go to done button

If you go to the questions tab of a new election and add the first question, then enter text, then tab, then enter the seconds, then tab the next stop for the tab is the EnCiv link at the bottom. But it should be the Done button.

If you go back and click in the question, and then hit tab, tab, tab - then it will go to the Done button.

the problem also happens in storybook, if you tab out of the last field, focus goes down into the storybook controls.
