proto_nd_flow documentation

We need to setup some documentation that clearly describes the content of the various datasets produced by proto_nd_flow. Event reconstruction packages and other consumers of proto_nd_flow's output should have a clear place to determine exactly what is contained inside the datasets. Setting up a readthedocs to automatically generate and update this documentation would be ideal, to keep the code and the documentation in sync.
