Issue:Class: Distribution Property: Title should be Mandatory
Current documentation for the Class: Distribution Property: Title has the "Requirement Level" as "Recommended" https://doi-do.github.io/dcat-us/#distribution-title. I feel that the Requirement Level should be raised to "Mandatory." While the Class: Distribution is optional, when it is used, it is logical to insist that the Distribution must be identified in some way. The easiest for people is to provide a text title.
Recommended change(s):Raise Class: Distribution Property: Title Requirement Level to "Mandatory." Update Documentation as needed.
