Change getrows action name to gettable

• the client has a getrows action
• the API has a get_{table} method

Because these do the same thing, I'd like to have them named consistently.
gettable sounds better to me, and it's also harder to rename, so I'd like us to rename getrows to gettable.

Does anyone have an opinion on this?

better to include the new get_table cli endpoint and deprecate getrows for the next major release
