We could add a rules page that summarizes the official rule book (found here), or potentially add a tutorial or other mechanism for teaching players the game.

I think adding a rules page that summarizes the rule book would be best (and easiest), I wouldn't want it to be annoying for people who already know how to play

@nathanshelly - had a good idea to make this a popup overlay that can be viewed at any time during the game. That way a user who is confused after a certain play could review the rules to see if it makes sense.
