Draft a guide on convincing client about AX #544

As a CivcAction Designer, I want to know what language to use to convince my client to prioritize AX so I can include AX in the early phases of a project (and it's not just an after-thought).

Context: CA designers shared that one key challenge is convincing the client to care about accessibility and prioritize it in their projects.

Solution: draft a quick guide on what to say to your client who is not prioritizing AX (or doesn't understand why).
