[Feature]: Setting to disable chat messages during login or disable them entirely

Describe the feature

Anyone using BetterBags can see that it is working, as are its bundled modules. There is no need to spam (it is spam) chat during login. The messages are akin to sitting in a chair and the chair telling you are sitting on it.

The only time BetterBags should send messages to chat is if something is not working, like a third-party plugin having a bad itemID or missing category name.

Describe the implementation

Either disable the chat messages entirely, enable them only in debug mode, or provide an option for the user to disable the messages.
