[Request] /chunkloaders from specific coords or players

In the server window (The command prompt), this happens:

/chunkloaders
[09:37:07] [Server thread/INFO]: You do not have permission to use this command

I know why this should happen, as the command centres on the player, and the server has no location in the world. What I would like to suggest is a command like:

/chunkloaders [target player] OR /chunkloaders <x> <z> <dim>

If a target player is specified, it opens the chunkloaders window from their point of view of the player (Default should be the current behaviour, you or @p).

If x and z are specified, it opens from those coordinates. dim should default to the overworld (0).
