Update the Project Create form to support detailed information about how Projects will be created.

This includes:

  • Roles
  • Uploading Project thumbnail (?)
  • Additional Tags

Page should provide confirmation view before completion (debatable whether it should be a separate step or simply a summary in the same view)

There will need to be a backend API change in the https://github.com/Cadasta/cadasta-arcgis-admin-api project.
