I'd love to write this one myself, but I feel like there are other people who could write this much better than I.
Currently, I know next to nothing about creating resourcepacks anymore.

Maybe https://resourcepack.wiki could be useful?
Though I honestly don't really like how that website works, personally
But it may work for other people?
