Updates:

1. The smart plug doesn't see the UofT or eduroam networks
2. I tried making a wireless network with a non-internet connected wireless repeater. The connection process seemed to start, but it couldn't finish past the "Add location (office, kitchen etc.) step. My internet research led me to believe that using a non-internet connected wifi could work, but would require additional implementation.
