According to the AAS Style Guide:

Footnote numbering is continued from the affiliations; thus, if there are three affiliations (numbered 1—3), the first footnote in the article will be labeled with a “4.”

However, in AASTeX 6.3.1, footnote numbering restarts from 1, regardless of the number of affiliations. See, for example, arXiv:2108.07277.

Hi Leo. You are absolutely correct. I was not aware of this particular aspect of the style guide when we created AASTeX v6+. We will have to address this at the next release. For now, you can rest assured that the production editors at our publisher will correct this footnote style issue during production.
